Allow option to set "Automatic registration" as default for waitilists when there is an opening

It is defaulted to manual by design. Not all accounts will want to have automatic registrations for waitlisters, and defaulting to this option would lead to much confusion for such customers.
And it can be easily modified for each event

What I meant was to have the option to set it as default if you wanted to.
