From Admin side or member online - currently, when a member or event registrant wants to pay for something with a credit card, once they get they get to the page to enter their credit card number, they have to type in their contact information all over again. From the admin view, this is very cumbersome since the info is not at your fingertips and you have go back pages to find it.

I believe this is already possible. In common or membership fields, you can set your criteria and then choose the levels you want it to be available for - USE IN - is set to all levels but you can choose which you prefer. The catch is, the levels you do not choose, do not see the field to fill in at all.

Be able to create customized forms that fall outside of the membership and event categories. For instance, once a year, we accept nominations for Awards. We ask people to go to our website and fill out the nomination form. To my knowledge, WA does not have this ability except to use a third party software.
