Add Paste as Text button to editor toolbar
After more than a year with WA, I have found that the greatest barrier to getting non-technical persons to create clean content is their ability to cleanly paste text from other sources. The Word filter works OK, but so often I see page edits made by staff that has different fonts, text background color, or different text size. I remind them to paste and copy from Notebook (or other plain text editor) to strip all formatting, but they forget and find that rather inconvenient.
I seem to remember other WYSIWYG editors of the past (TinyMCE?) that had "Paste as Text" buttons. It seems to me that our staff is more likely to use a toolbar button than running the text through Notepad.

Apricot Kernel, your ideas are even better than my original suggestion. I especially agree that, "Pasting just clean text by default may dramatically reduce the number of content problems and inconsistencies and will force editors to use standard WA formatting tools like header 1-6, etc."

What about the following. What we go further and change behavior of standard "Paste" (or Ctrl+V keyboard shortcut) and will always paste text as "clean text"? Then, we also remove "Clean HTML" button (that is supposed to be used after copying content from Word or other sources) and add instead new one, called "Past with formatting" (can be put near "Paste" one)? The new button will paste formatted content, but already cleaned (so it's a combination of current "Paste" and "Clean HTML").
Pasting just clean text by default may dramatically reduce the number of content problems and inconsistencies and will force editors to use standard WA formatting tools like header 1-6, etc.
