new membership application force payment
With event registrations, I can force an online payment with a 15-minute countdown. Why can't this functionality happen with a new membership or membership renewal

This is by-design behavior. You can set you membership application not to be approved until payment is made. So even if applicaiton was submitted, but not paid, prospect won't have full membership privileges. For events it makes more sense, since sometimes tickets are selling fast. I don't see such problem for membership
