Export event list (not attendees)
Add button to download Events list
Seems simple and OBVIOUS enough
irrespective of whether there are registrants or not
You Have buttons for Downloading "Contacts" lists and for downloading "Registration" List why not Events list ????
Such a button exists for "Contacts list" and for "Registrations List
