Concurrent membership is not something easy to implement - it would require fundamental redesign of how membership works in WA. However, I have couple of thoughts here that I wanted to hear your feedback on.
As I understand, there are 2 sides of the problem:
1. Collecting additional dues for services. E.g. Member is associate and board member, so you need to collect both dues.

This PIN runs on a calendar year where the parent organization runs its membership throughout the year by join date. The PIN would like for its members to renew online, but currently we are unable to provide more than an online payment for the initial application. Having a separate way to allow different renewals for parent organization membership and PIN membership would be a big help.

We also would like to have a password protected page for conference handouts and password protected page or pages for dialog between conference attendees regarding roommate matching and carpools--separate pages for male and female attendees.
Only registered/paid attendees to the conference, member or not, could have access to such pages.
