I agree entirely. I've needed to manually manipulate the event after the fact to send an email to all registrants. After the event, I have changed the event date and sent a "Reminder" as the follow-up email. It's confusing and a lot of hassle. Under the Reminder section, there should be a Follow-up with the same parameters - sent to all registrants.
