A zero cost "membership" level was the recommended approach for newsletter subscriptions. The mass import of subscriptions would be required to easily convert several hundred users from the old zero cost membership to the new newsletter subscription option. In its absence, newsletter subscribers are those who actually signed up for a newsletter subscription, OR those who registered for a zero cost "newsletter" account. Cumbersome.
