This is different from running and emailing a saved search--since sometimes contacts slip through the parameters, and sometimes contacts who meet search parameters want to opt out. We want, NEED, to be able to create manual lists of people to email that are a completely self-defined list with contact/end-user opt-out options. If this sounds confusing, think about how literally any other email software works.
